Agreement on Japan – Vietnam Training and Employment Program for Specified Skilled Drivers

CAMGLOBAL Inc. (Headquarters: Shinjuku, Tokyo, CEO: Koji Mitsuishi), a company providing comprehensive services related to foreign employment under CAMCOM GROUP, which aims to solve social issues related to “work”, has signed an agreement on October 17, 2024, with the following organization: Nha Be Vocational and Continuing Education Center, the largest vocational training institution in southern Vietnam with a notable track record of producing skilled workers; Hoang Ha Human Resources Development Joint Stock Company, a Japanese language education facility and sending organization; and VIETNAM CAMCOM CO., LTD. This agreement relates to the training and employment of Specified Skilled Workers (automobile transport industry) in Japan.


 

Framework for Japan -Vietnam Inter -Company Agreement

 

To address the labor shortage in Japan’s logistics industry, including the “2024 problem”, the “Automobile Transport Sector” was added to the list of fields eligible for the Specified Skilled Worker (SSW) program in March 2024 and the application process for the Specified Skilled Worker 1st Level Evaluation Test began on December 4, 2024.
With the newly formed program, the industry will finally find its long-term solution for their labor shortage with foreign employment in truck, bus, and taxi drivers’ fields; however, to achieve nationwide gain of employment, it will be crucial for the industry to construct both training system for required tests and foreign employee management system for Japanese companies.

To facilitate these challenges, CAMGLOBAL has partnered with three companies to develop oversea Japanese training program and sending scheme for skilled drivers. The partnership aims to provide unique curriculum for Japanese traffic regulations, driving skills, Japanese driver’s license conversion, Japanese lessons (JLPT N3 or N4 level) for the students, and consulting services for establishing foreign employee management systems within Japanese companies. The goal of this integrated approach is to enable the efficient recruitment of 200 drivers annually, primarily responsible for warehouse-to-warehouse deliveries.

■Nha Be Vocational and Continuing Education Center

Nha Be Vocational and Continuing Education Center, operated by the national vocational training school, is one of the largest driving training institutions in the southern region of Vietnam. The school produces 2,000 professional drivers annually and offers training environment that is similar to Japanese driving schools, where students can learn to drive Japanese trucks and cars. Adjacent to the center is a digitalized licensing facility, ensuring excellent convenience for both trainees and visitors.

With over 20 years of vocational education experiences, particularly in driver training under the management of the Ho Chi Minh City Department of Transport, earned recognition and trust from students over the years as city’s first driving school. Our number one priority is the quality of training. Among the five theoretical courses, we place particular emphasis on “Driver Ethics” and “Traffic Culture”. During practical trainings, students are taught through various scenarios to become responsible drivers who understand traffic culture and professional ethics and that the lives are to stake behind the wheel.
It is our honor to have signed this partnership agreement regarding the training and recruitment of Specified Skilled Workers in the Japanese transportation industry today. The agreement presents both new opportunities and challenges for our center as training institution for high-quality students to work in Japan. Our goal is to operate and enhance our high-quality training program through public promotions and outreach activities, facility innovations, advanced instructor trainings and work diligently to appropriately execute the contents of the partnership agreement.

 

■Hoang Ha Human Resource Development Joint Stock Company

Hoang Ha Human Resource Development Joint Stock Company is a full-time boarding Japanese language education institution and overseas dispatch agency that sends approximately 1,000 Vietnamese workers abroad each year, which operates branch school next to Nha Be Training Center. The company provides staffing referral, recruitment consulting as well as other employment related services under their management principle of contributing to Vietnam’s future development through human resource development and education in advanced countries.
