Two Specified Skilled Foreign Truck Drivers Supported in Recruitment Join Tomita Transport, with End-to-End Support Including Life Assistance
Cam Global Co., Ltd. (hereinafter “Sogo Career Option”; Head Office: Minato-ku, Tokyo; Representative Directors: Norihide Jimbo and Kota Oizumi), a registered support organization, announces that two individuals from Thailand whose recruitment they supported have joined Tomita Transport Co., Ltd. (hereinafter “Tomita Transport”; Head Office: Kurokawa-gun, Miyagi Prefecture; Representative Director: Shinya Tomita), a logistics company, on August 4, 2025 as candidates for Specified Skilled Worker (i) truck drivers (Automobile Transportation Industry – Truck Driver category). The two are scheduled to obtain large vehicle licenses and make their debut as truck drivers within the same year.
This marks the first time Tomita Transport has hired foreign nationals for driver positions. In March 2024, automobile transportation (trucks, buses, and taxis) was added as an eligible field under the residence status “Specified Skilled Worker (i)”, and the Specified Skilled Worker (i) evaluation exam was launched in December of the same year. As a result, the onboarding of specified skilled truck drivers represents an early case nationwide.

Addition of the “Automobile Transportation Industry” to the Specified Skilled Worker Program to Address the Worsening Shortage of Transport Drivers
Due to the aging of truck drivers and the so-called “2024 logistics problem,” which imposes limits on working hours, there are concerns that the number of truck drivers will fall sharply in the near future. Securing young talent has already become extremely difficult, particularly for regional and small-to-medium-sized transport companies, and the business risk of being “unable to transport goods despite having cargo” is becoming increasingly evident. Under these circumstances, if no countermeasures are taken, transportation capacity is projected to fall short by 14% in fiscal 2024 (equivalent to approximately 140,000 truck drivers) and by 34% in fiscal 2030 (approximately 340,000 truck drivers), raising concerns about stagnation in logistics (*1).
According to a survey of trucking companies, more than 60% responded that they are “unable to secure the required number of drivers.” The most common response to this situation was “active recruitment activities such as posting job listings” (63.8%), followed by “increasing outsourcing to partner companies,” “covering the shortage internally,” and “reducing the volume of orders accepted,” each cited by more than 30% of respondents (*2).
In response to this driver shortage, the addition of the “Automobile Transportation Industry” to the residence status “Specified Skilled Worker (i)” was approved by the Cabinet in March 2024. This allows foreign nationals to work as truck, bus, and taxi drivers, and logistics-related companies, including transport operators, have placed high expectations on this measure.
