Launch of “mintoku messe,” a Recruitment and Retention Support Service Connecting Highly Skilled Foreign University Graduates with Japanese Companies
Cam Global Co., Ltd. (hereinafter “Cam Global”; Head Office: Shinjuku-ku, Tokyo; Representative Director: Akifumi Mitsuishi), a member of the Camcom Group, which solves social issues related to “working” through business and provides comprehensive services for the employment of foreign nationals, has partnered with outstanding universities overseas, mainly across Asia, to launch “mintoku messe,” a job-matching service that connects highly skilled foreign university graduates with Japanese companies.
This initiative is part of “mintoku,” Cam Global’s comprehensive foreign employment support service. Through job fairs at partner universities and a dedicated job portal operated by Cam Global, the service secures candidates aiming to obtain the Engineer / Specialist in Humanities / International Services residence status, and provides end-to-end support tailored to the needs of Japanese companies, from recruitment through post-employment retention and integration.
As the first phase of the official service launch, Cam Global participated as the only Japanese company in a joint corporate information session hosted by Ganesha University of Education in Indonesia on August 25 and 26, 2025. The company introduced job opportunities from approximately 10 Japanese companies to around 1,000 visiting university students, promoted the “mintoku messe” job site for foreign university graduates—through which users can search and apply for job openings in Japan—and successfully attracted registrations from approximately 100 students.

The Appeal of “mintoku messe,” a Recruitment Matching Platform for New Graduate Foreign Talent
Amid widespread labor shortages faced by many Japanese companies, expectations for employing foreign workers as a new source of labor have been steadily increasing. According to the Ministry of Health, Labour and Welfare, the number of foreign workers in Japan reached a record high of 2.3 million as of the end of October 2024, representing a 12.4% increase year on year (*1). On the other hand, companies continue to face challenges such as a lack of know-how in recruiting foreign talent, insufficient acceptance and support systems, and difficulties in achieving effective matching.

As a pilot initiative, the Camcom Group has been co-hosting and exhibiting at job fairs at universities across Asia since 2023, recording a cumulative total of 25,000 participants in fiscal year 2024. In addition, through company information sessions and the posting of job openings within universities, the group has been working to serve as a bridge between new graduate foreign talent and Japanese companies.
“mintoku messe” partners with more than 50 outstanding universities across Asia, enabling the recruitment of highly skilled talent, particularly Japanese-language learners and science and engineering graduates who are in strong demand by companies. Through on-site recruitment activities, the platform achieves highly accurate matching with exceptional students.
① Partnerships with Leading Asian Universities
The platform partners with more than 50 high-level universities across Asia, primarily in Vietnam and Indonesia. This enables matching with new graduate–level talent who possess Japanese language proficiency and specialized expertise (primarily candidates eligible for the Engineer / Specialist in Humanities / International Services visa).
② One-Stop Support from Local Talent Pool Building to Recruitment Consultation
From attracting students through job fairs, information sessions, and on-campus promotions to introducing candidates who match corporate needs, the service provides comprehensive one-stop support. This enables companies to conduct efficient recruitment without the need to travel overseas.
③ New Graduate Recruitment with Strong Retention and Comprehensive Follow-Up Support
By focusing on new graduate–level candidates who offer flexibility and higher retention potential, the service helps ensure long-term employment stability. After hiring, it provides attentive support ranging from workplace follow-up to daily-life assistance. In addition, by actively promoting employment through internships, the platform enables global recruitment that goes beyond “hiring and done,” aiming for long-term retention and sustained success.
