EMS Services International and Cam Global Sign Memorandum of Understanding on the Development and Supply of Filipino Talent for the Semiconductor Industry

Cam Global Co., Ltd. (hereinafter “Cam Global”; Head Office: Shinjuku-ku, Tokyo; Representative Director: Akifumi Mitsuishi), a member of the Camcom Group, which solves social issues related to “working” through business and provides comprehensive services for the employment of foreign nationals, signed a Memorandum of Understanding (MOU) on September 22, 2025 with EMS Services International, Inc. (hereinafter “ESII”; Head Office: Philippines; Chairman & CEO: Ferdinand Ferrer), a leading organization in overseas employment of Filipino talent, regarding mutual cooperation in human resource development and supply to Japan and other countries.

Through this MOU, the two companies will promote mutual understanding and partnership for sustainable workforce development, enhance international employment opportunities for Filipino talent, and contribute to the growth of the semiconductor market, primarily in Japan.

In addition, starting with this partnership, the Camcom Group will fully scale up the supply of Asian talent to the semiconductor industry. Within the group, Sogo Career Option Co., Ltd. (hereinafter “Sogo Career Option”; Head Office: Minato-ku, Tokyo; Representative Directors: Norihide Jimbo and Kota Oizumi) will act as the receiving organization, handling the employment and training of Filipino talent. At the same time, as a registered support organization, it will provide comprehensive support from entry to return, including visa applications and daily-life assistance.

Developing and supplying Filipino human resources to Japan and other countries, primarily in the semiconductor industry

 

Based on this MOU, the two companies will establish a foundation for mutual cooperation in human resource development for Japan and other countries, with ESII acting as the sending organization and Cam Global as the partner organization. ESII will recruit and train suitable candidates within the Philippines and conduct pre-departure training, including basic Japanese language education and cultural orientation.

 

Cam Global will contribute to improving the quality of human resources by providing its in-house developed online Japanese language learning tool “mintoku study” and supporting advanced skill acquisition training as needed, and will also provide job information and matching with Japanese companies. The two companies will strengthen their collaboration through discussions and feedback on these initiatives.

About Camcom Group’s Semiconductor Talent Development Project

 

According to a survey by the Development Bank of Japan (DBJ), semiconductors continue to see market expansion as an indispensable foundational technology for a wide range of industries, and from the perspective of economic security, it is considered important to maintain a certain level of domestic manufacturing capability.

 

On the other hand, while Japan has strengths in manufacturing equipment and materials, its competitiveness in advanced logic and memory (DRAM) fields has declined. The number of semiconductor professionals has been on a downward trend since the 1980s, and if demand continues to increase, there are concerns that the shortage of skilled personnel will become increasingly severe. In addition, with the cooperation of technologically advanced semiconductor manufacturers, the group will foster the development of highly skilled professionals. Beyond the Philippines, multiple partnership programs are also being planned in countries such as Vietnam and Malaysia.
